Perhaps we can use the pesky town cats, recruit them into flying balloons up the outside of the pigeon infested house, and attacking the pigeons with powerful water cannon (soap in the water is good)? In fact, even though the old lady feeds the cats as well, these horrific pigeons are stealing the cats' food and chase them away!!! It could work if and only if there were lots of 'lion-hearted' and hungry cats.
